LAS VEGAS, NV - Nexus Web Global's Benefits Decision: A Nevada Startup Story

The whiteboard in the tiny downtown Reno office was covered in flowcharts, but the hardest problem Nexus Web Global faced wasn't technical—it was healthcare.

Nexus Web Global had three full-time employees: Sarah (CEO), Mark (Lead Developer), and Alex (Marketing Manager). They were profitable, but money was still tight.

"Okay, let's review the facts from our HR spreadsheet," Sarah said, tapping the whiteboard. "We have three full-time W-2 employees. Because we’re well under the 50-employee threshold, the Affordable Care Act (ACA) mandate doesn't require us to offer anything. No big penalties looming."

Mark, scrolling through cost projections on his laptop, sighed. "No mandate, but no benefits means we can’t hire anyone else. We need to look competitive. The traditional Group Health Insurance route seems simplest, but I'm worried about the rules we found for businesses under 20 employees."

Alex chimed in, "Specifically, the carrier told us we need at least two non-spouse employees enrolled. Mark and I are in, but Sarah, if you go on your spouse's plan, we just hit the minimum. What if one of us leaves?"

Sarah nodded, reviewing the complexity of the traditional group plan under Nevada's small group market:

  • Rule: If they offered a traditional group plan, it had to be Guaranteed Issue—meaning the insurer couldn't turn them down or raise rates based on Alex’s recent ankle surgery. That was a big plus for the employees.
  • Liability: "And don’t forget Nevada Mini-COBRA," Sarah reminded them. "If we offer a traditional group plan and Mark quit, we would be legally required under Nevada state law to offer him up to 18 months of continuation coverage, even though we’re under 20 employees. That’s an administrative headache we don’t need right now."

"So, traditional group is too costly, too restrictive on participation, and adds Mini-COBRA paperwork," Mark summarized. "What about the alternative options you highlighted, the Reimbursement Arrangements?"

Sarah drew a box around "QSEHRA." "This is our silver bullet for now. It’s a Qualified Small Employer Health Reimbursement Arrangement. Instead of managing a group policy, we set a monthly, tax-deductible allowance for each employee—say, $400. The money is deposited tax-free."

Alex’s eyes lit up. "So I can take that money and buy an individual plan off the Nevada Health Link marketplace? I saw a Silver plan that fits me perfectly."

"Exactly," Sarah confirmed. "The key benefits are:

  1. Cost Control: We cap our cost at $400 per person, unlike a fluctuating premium.
  2. Flexibility: Alex gets the exact plan he wants, and Mark can choose a higher-deductible plan to pair with his HSA.
  3. Tax Credit Potential: Since we’re contributing 100% of that allowance, we are absolutely contributing more than the required 50% minimum, making us potentially eligible for the Small Business Health Care Tax Credit on those reimbursements."

The team agreed. The QSEHRA provided the most cost-effective, simple, and flexible solution for Nexus Web Global’s three employees. By opting for a reimbursement model, they sidestepped the administrative complexities of a full group plan while still offering the competitive health benefit needed to grow their team.

The flow chart was simplified. Instead of "Group Plan," the box read: "QSEHRA (Tax-Free Monthly Allowance)." Problem solved.

Summary of Nexus Web Global's Decision Factors (Under 20 Employees):

  • Avoided: Mandatory Group Plan Enrollment/Contribution minimums and the administrative burden of managing premiums and Mini-COBRA for a small team.
  • Utilized: The flexibility of the QSEHRA (Health Reimbursement Arrangement) to cap costs and allow employees to purchase their own ACA-compliant individual plans on the Nevada Health Link.
  • Targeted: Eligibility for the Small Business Health Care Tax Credit by making substantial contributions.
